Leadership
Sandra Zake Nsubuga - Managing Director
Sandra Zake Nsubuga is an infrastructure development and finance professional with over 12 years of experience delivering complex public-private partnership (PPP) and donor-funded projects across the energy, water, transport, and industrial sectors in emerging markets. As Managing Director of Liberi Advisory & Investments, she leads the firm’s strategy and partnerships, guiding engagements that bridge policy, finance, and innovation to deliver sustainable, investment-ready infrastructure solutions.
Before founding Liberi, Sandra held senior roles with CPCS Transcom, Delphos International, and Bigen Africa, where she advised on multi-million-dollar projects financed by the World Bank, AfDB, USAID, USTDA, and Africa50. She is currently pursuing a PhD at the University of Oxford, focusing on urban water infrastructure finance, and holds an MPhil in Development Finance and a BSc in Civil Engineering, both awarded with distinction.
Isaac Samuel Nsubuga - Director
Isaac Nsubuga is a policy and economic advisor with over a decade of experience advancing governance, diplomacy, and economic reform across Africa. As a Director at Liberi Advisory & Investments, he leads the firm’s policy and governance practice, advising governments, investors, and development partners on strategies that strengthen institutions, attract investment, and deliver sustainable development outcomes.
Before joining Liberi, Isaac served in senior advisory and diplomatic roles within government and international organizations, where he shaped policy on trade, economic strategy, and institutional reform. His work bridges diplomacy and economic analysis, translating complex macroeconomic insights into actionable policy and investment frameworks that drive inclusive growth and regional cooperation.
